The Prosperity 2030 programme is a project of the UCL Institute for Global Prosperity (IGP) through its Social Prosperity Network.
The Social Prosperity Network is a research network focussed on developing modern policy frameworks for sustainable societies in the 21st century. The network is Co-Chaired by Andrew Percy and Dame Henrietta Moore, the founder of the IGP. The lead author of Prosperity 2030 is Andrew Percy.
In 2017, the network released the Universal Basic Services report, which brought the concept of Universal Service orientated welfare into the debate in the UK and across Europe. That was followed by the National Contributions report in 2022 which advanced a modernisation of the UK's tax system aligned with a Universal Basic Services welfare model. The Universal Basic Prosperity working paper explored the transition pathways towards a universal, sustainable future.
In 2025, the network ran a series of Flourish Forums across the UK, leveraging the Demopraxy collaboration framework of the Pistoletto Cittadellarte Foundation. These multi-day events explored the opportunities and challenges for implementing Universal Basic Services through the lens of practitioners already working in the services today in different parts of the UK.
The Prosperity 2030 programme is a culmination and unification of the network's work to date. We are pleased to present the work as a collaborative framework which can be extended to link to research and policy contributions aligned with the core themes of the programme.
Researchers, educators, think tanks, and experts are invited to contact the IGP directly regarding opportunities to contribute and collaborate.
We invite other non-partisan organisations to develop country specific formulations of the principles and policies incorporated in P2030 to complement this edition of the Prosperity framework which has been developed specifically for the UK. Contact the IGP for support and resources.
